It seems that there is some scheduled maintenance for the Mendix Cloud in the Asia Pacific & Middle East and Africa regions. I'm not totally sure but that could be a reason why the download fails with a 403 error (if you are in one of those regions). You can track progress on https://status.mendix.com and try again in a bit.
