Multi Tenant Application

I need to create a multi tenant application wherein the tenants are Manager, Analyst and DSM Analyst. Here the manager can review some pages submitted by the Analyst and DSM analyst. How do I set up the admin module for the multi tenants in mendix studio pro 10.3.0?

This does not sound like a multi-tenant application but in your descriptions are Manager, Analyst and DSM Analyst roles.
