I did some research on this. It turns out that a limited internet connection is probably the cause of this. It might be wise to sort this first. Are you on some kind of intranet? If so, try to connect to a different source to the internet and try again. If this doesn't work, something might be blocking your download.

I think you are using proxy, I’d suggest finding out if you can access the url via the proxy. Most likely this is blocking the request as others are able to connect and download the version you mentioned. Try install application with no proxy.
