Did you change your app location to a different folder? may be somewhere in D drive or any other place where all the users have access?

No but I suspect OneDrive has something to do with it as I messed up the setup and I have 2 instances running at the same time. I've disabled it.

For your problem you are telling that its OneDrive issue so for it to solve you need to run your OneDrive if it is already started re-run or restart it this happens because your OneDrive is not runing so run it to solve your problem
