What is the difference in layouts between Pop-up and Modal pop-up?

I am in the process of clearing all deprecations in Mx6.9.1 and I am changing a Legacy layout to the new types. For pop ups you can choose between Modal pop-up or Pop-up but what are the difference between those two. The only thing I could find in the documentation is this page: https://docs.mendix.com/refguide5/Opening+Pages but that is not really helpfull. Can anybody give an answer about the difference? I believe the difference is whether a popup is blocking or not. So Modal popup results in a popup with an overlay (the 'old' blocking popup), while Popup results in the popup that doesn't block the background.
