different in behaviour in NavigationLayouts between new app in 7.5.1 and upgraded app

i have an app that is upgraded from 6.9 to 7.5.1 that don't want to set the focus on the field when you start the page (tabindex is set to 1). The page uses an responsive layout topsidebar When i create a new app in the same modeler version then i have the responsive layout layout-atlas which is setting the focus correctly. I have already imported the module NavigationLayouts from the new app into the old app. i have changed my page layout to layout-atlas from the new module, i see the difference but the focus is not on the field Can anyone tell me what else i can do to use the new layout and that the focus is set correctly?
