Page template: how do I set the default navigation layout?

In a new page template, I set the layout and layout-type in the template. (see screenshot) When adding a page, I choose the template I have made, but this defaults to another layout type. This is not desirable. How can I get it to default to the layout and layout type I have set in the template? BTW, this is also the case when making a pop-up template. The user needs to select the right layout and layout-type since it defaults to responsive atlas… This will potentially cause a heap of trouble when handing over to ‘newb’ users… Does anyone has a solution for this?
