To ensure a good accessibility, it is necessary to use tooltips on buttons. I assume that 98% of the developers are not filling out the “tooltip” field on buttons at all, so why not using a default value, in this case duplicating the “caption”.
In this way we make sure that at least sth. is filled in here.
