Touch target area for Card Action should be the entire card

The touch target area for the Card Action should be the entire card. See image below.

Currently the card has two different touch target areas. One for the icon and one for the work below. There are several disadvantages to the way it is implemented now....

You have to maintain two different target actions  that are very likely never suppose to be different (and if you do make them different by accident it will be very confusing)

For users on the tablets or desktops with touch they will become frustrated when they are touch on these large buttons and they don't work unless you exactly on the icon or label which are not that large relative to the entire card.
