I hope you are not using BlockDefaultLogin marketplace module in your application, if using then one constant you need to enable also local users should have some default user role, if no then user can't able to access Application.

1.Check in log message in cloud env that indicate why the user is being deactivated.
2.Check whether any localloginFiletr module are enable in your application.
3.Check if there any schedule event which is doing any incative process.ie Administraor module Cleanup user.
