Push Notifications for User on Hybrid online app Pending

After Sending a Push Notification to a user using a “sendMessagetoUser” Activity in microflow Notifications are not getting send to Device and Its Status is showing pending but when we Send a another Push notification to Same User then User gets the First Notification Which was Earlier send and current notification is pending
