How to set dynamic workflows in web administrator ?

Hi experts, Based on this documentation : https://docs.mendix.com/studio/workflows/ We have to set every single role to set the level / action in mendx workflow in studio or studio pro, we can say that it is hardcoded but is there possible to create dynamic workflow ? like if we want to set 5 level flows we just need config in web administrator Thanks, Zacky
