I also faced this issue, it was due to a mismatch between the certificate provided by Azure AD and the certificate specified in your SAML metadata XML file.
To confirm the issue:
Download the SAML response from the SAML logs.
Locate the <X509Certificate> tag in the response.
Compare this value with the certificate in your metadata XML file.
If they are different, update the certificate in your XML file with the one from the response.
