Mendix Cloud and Mendix on Edge licenses are designed for different deployment scenarios which target completely different use cases. As the name suggests, "Mendix on Edge" is specifically geared towards industrial environments where apps need to run very close to machines, often with specific infrastructure requirements. However, let me answer your questions for Mendix on Edge:
1. No, there are no differences in the widgets between the deployment scenarios. However, the user needs to make sure that the requirements to run a specific widget are given (e.g. persistent internet connection might be difficult in industry)
2. The application needs to be deployed on an Industrial Edge Device, which requires the underlying Industrial Edge infrastructure. This means you need to factor in costs associated with hardware / software for the device, as well as platform fees. More details here.
