How to Convert UTC to Local Time from a Flow triggered from a Scheduled Event

We send out email notifications from a scheduled event. The email content contains dates that events occured. When the emails are sent they display in UTC, but we want them in PST. If the emails are triggered from a client event the dates look fine, because the client is in PST. But from the Scheduled Event the times are UTC. I don't see a way to pass a time zone into formatDateTime in order to get PST. A google search says we need to create a JAVA action to do this. Is that correct? We use Mendix Cloud which says it uses UTC for the Server Time.
