It looks like you are trying to open the app which is not on the Team Server. To resolve this issue, you can open the app directly from the file directory, once it is opened click Version Control, and Upload to Team Server.

if your app is not available in your local directory. you can create a new app, so that will be created in team server as a new app and continue with your learning

I believe I encountered a similar issue, creating a blank app with version 10.24.

During creation a warning message appeared saying an error occured while uploading the project to the repository. Afterwards when I tried to open the application, the error from the original post occured: "The selected Team Server App is not initialized.". Also the application was not showing up in my local file directory. It was visible in the mendix portal though.

For me the issue is resolved by switching to version 11.0.0.
