A Scheduled Event can be disabled when running locally from Studio Pro or Eclipse, but this setting is global. Unlike Constants which you can override in app configuration. I think this setting was initially put at the wrong place and should be moved to app configuration.
(maybe it can be configured with Custom Runtime settings ScheduledEventExecution and MyScheduledEvents , but they're not documented).
